Dr. Barbara Carby is a geologist and retired disaster risk management expert with decades experience leading organisations such as Jamaica's Office of Disaster Preparedness and Emergency Management (ODPEM) and The UWI's Disaster Risk Reduction Centre, Director of Hazard Management in addition to serving on several United Nations international committees. As Director General of the ODPEM, she is credited with placing risk reduction on Jamaica's national agenda and pioneering the development of a national mitigation policy. She also expanded the hazard mapping programme and fostered the use of hazard maps by Parish Council in development planning. In recognition of her national service in disaster risk reduction and management, she was awarded Jamaica's Order of Distinction, Commander Class (CD).
