BIOGRAPHY

Mr. Franklin McDonald is a retired geologist and disaster risk management specialist. He may be best known as the founding Director of Jamaica’s Office of Disaster Preparedness (now, Disaster Preparedness and Management – ODPEM). This important agency was established in1980 and Mr. McDonald was responsible for setting up systems and organisational arrangements to reduce the effects of extreme events like hurricanes and earthquakes on Jamaica’s population and economy. He was later responsible for building similar capacity throughout the Caribbean and played a lead role in the establishment of the Caribbean Disaster & Emergency Management Agency (CDEMA) which helps the region respond to emergencies. He is also known widely for his work in sustainable development and environmental conservation as a former Chief Executive Officer of the National Environment and Planning Agency (NEPA) and before that the Natural Resources Conservation Authority (NRCA) which the Government of Jamaica established following the United Nations Conference on Environment and Development (Earth Summit) in 1992. Mr. McDonald is a proud graduate of Kingston College and earned his BSc. in Geology at The UWI, Mona in 1968. He earned a M.Sc. in Engineering Geology and Geotechnics in 1972 from the University of Leeds, UK. In 1980 he obtained a Diploma in Management Studies from The UWI. Mr. McDonald has served on the Boards and Committees of numerous organisations. In 1986 he was conferred with the Order of Distinction by the Jamaican Government and in 2006 he was awarded the Silver Musgrave Medal by the Institute of Jamaica.
